I haven't used it, but WeatherTech (among others) has a protective film for headlights. There are also protective coatings, like this one from Sylvania. So far as I'm aware this is the same stuff that comes with headlight restoration kits. It definitely doesn't last forever, but so far the headlights I've used it on haven't clouded back up almost a year later.
