I'd think they'd have to start it to get it on the trailer to bring back – the car being able to start was the single requirement when we traded our existing car for the Crosstrek they delivered. It wasn't a rigorous examination, lol.
I've since sold another car to them (without buying another) and they did at least test drive it. In fairness, it was in pretty good shape for a 14 year old car. I suppose they could've done some sort of mechanical check when they took it for the test drive, but if so it would've been a very quick one – if the guy was gone 15 minutes it was a long time.
