If it's just brake dust, have you tried Sonax wheel cleaner? That stuff is absolutely incredible... crap you'd have to scrub for a long time to get off with a brush just washes right off. Sonax smells awful though. Then you could try clay barring them after Sonax. That should leave them about as clean as you can get them without refinishing.
