I was going to type the same but I think only 128's got active steering and European models at that? can't remember specifically. But yeah first gen of BMW EPS was pretty lackluster. Latest G-series bmw's got it a bit better from what I've read.
It was an option on 135i's only. 128i's don't have the weight, and weren't intended to have the tire up front to really need extra assist.
