The Dunlop 3D/M3 is very comparable/equal to the blizzaks. No reason to wait if you have one of those options available.

New rims and tires mainly eliminate the hassle/cost of switching. The performance is not worlds better if you're comparing with the same tires size to size. However, there are more aggressive snow tire options available in 17" than 18" if you're searching for the best of the best on snow/ice.
