There's more to the Rest function than just the fan. By pressing the fan button as you describe, all you're doing is blowing air across the heater core, and it will cool down in a matter of seconds.

The actual rest function runs the electric water pump to circulate coolant from the hot engine into the heater core, and that's what makes it last as long as it does.

Also, you can leave Rest on and walk away from the car. If you just turn the fan on, it will turn back off when you lock the doors and walk away.
