What you are saying doesn’t make much sense. Cooler ambient temps = denser charge air + cooler charge temps = cooler and more efficient combustion and less duty cycle to move equivalent air flow. Cold weather is a godsend for forced induction, traction issues aside.
You may be pulling timing but it’s sure as hell not due to the colder weather. The tune is irrelevant in this context. Do you have any data logs?
