The carbon lip local stress relief exercise makes sense to me. While that increase mechanical longgevity, there seems to be unnecessary galvanic corrosion risk in the mix of metals with a large anodic difference. Especially if the road water and moisture (ie electrolyte) can get to the aluminium. Would recommend to match screw and washer (best: all) metals.
