yeah if you stack them vertically - ala life saver roll - they absolutely need to be held in with straps because they will roll forward when braking... and roll back when accelerating.
I lay mine down flat horizontally instead... .... and while they probably should be strapped in still.. they really don't shift much at all as the seatback is wedged against the bottom tire. the top ones can shift a bit.. but with them leaning downard towards the trunk..... it would take a serious braking effort or a collision for them to move forward.
