Which wheel type do you have?
Other than that since you don't mention new rubber too, I'd say yes you can do a lot better. Even with new rubber it's still high.
I'd suggest looking up ordering the wheel yourself online and get an independent shop to mount it for you. (Might also be worth having them look at the "cracked" wheel if this was a surprise finding by the dealer).
