www.enthusiastauto.com prides itself on offering rare BMW's to enthusiasts, but... they do seem to charge that "tax" you refer too!
I would use/look on
www.autotempest.com which searches many sites to find you the car you are looking for. I would also keep an eye on the forums here. You might get lucky.

I would also join the National BMW Car Club... BMWCCA... and look in their magazine for a car. Or better yet place and ad on line or in their magazine for the car of your dreams.
Another option might be to look for a new BMW... say a used BMW 230i with a manual. You might have better luck with a slightly new-er car with the options you are looking for.
