Chances are the out of state dealer won't know how to deal with a different state, so you will need to do the register. They will either send the title back with you or mail it to your local DMV office.

I've bought out of state 4 times, the first two times they mailed it, the last two they gave me the title to take to the DMV. Deals 2-4 were with the same dealer

After your home state completes the new title, if you have a lien on the vehicle, they will mail it to your lien holder.
