I noted a suggestion that these are not standard in the US because American drivers would not know when to use them. These two posts seem to back that up....

So, the clue being in the name - *fog* lights - you're half right here. But using them in heavy rain does nothing but cause significant dazzle to the drivers behind you, reducing, not enhancing safety.

Turn it on whe someone is tailgating you? How about just reducing your speed a little, rather than deliberately annoying them or reducing their visibility. Adding ire to ire doesn't normally make zero ire.
Clearly good driving practice differs somewhat UK to US!
