It rotates to the position in the picture to aline with the plastic box. That piece on top then fits inside the box. I have a full size 19" wheel and the jack and all tools fit inside the wheel. I have foamed the inside of the wheel to secure everything. Then made a black bag with orange stitching to cover it.
