Yes. Everything will be affected. That's just physics.

The barrel of the wheel is the single heaviest component of the wheel. The Moment of Inertia is defined as I =mr^2. Where m is the mass and r is outward position of the mass.

Meaning that as you push the barrel of the wheel further out (with mass constant) your resistance to changes in motion and direction changes (ie if you want performance you go to the smallest wheel that will fit the car)
