When money is the only compensation for gross negligence such as this, it's always expected the victims lose out. The outcome of this is not a shock to me and shouldn't have been for anyone that has any sense of reality on how this was going to play out.

This crap is going to continue until there is some real consequences for those that are charged to protect sensitive data. This means actual prosecutions and jail time. Look at the Capital One breach. At first all the news stories were saying they were hacked. Now it appears, Capital One is looking to be responsible for this as they didn't secure said server properly which contained all the leaked information.
