Sorry I am a little bit late in responding! lol Yea... you ordered the wrong lights. You need the Xenon tails - for that LED tubes to light up. Even for a halogen equipped car!
Your best bet is to order the #282 Blackline kit: bmw p/n

You get two blackline tail lamps for xenon cars. It also is a PnP for all US spec halogen 128's.
Also... for those guys who have damaged one of their Blacklines and only need to order ONE tail light... here are the
single blackline tail light part numbers:
