Some insurance companies do as low as 60% of current value while others do as high as 80% but in the end it is based off of % of current value without taxes or fees. I would say a 2011 base is probably worth 30-35k range depending on condition etc (Could be lower or higher than that based on mileage, options and general area.)
18/30 = 60% so you aren't that far off from a total loss claim.
Flip-side 18/40 = 45% which wouldn't work as a total loss (But I would never pay 40k for a 2011 and neither would an adjuster value one at that either.)

Oh and my initial claim was 3k, then it jumped to 8k after they took the rear end of the car apart. I wouldn't be surprised to see 20-25k of damage just from those pictures alone.
