Repair would involve getting it as close to straight as possible then skimming it with filler before repainting, I cannot see a PDR guy getting that damage looking anywhere near "fixed" given where it is without skimming and painting.
I'd be inclined to go with your original idea of finding a replacement fender in good condition and swapping it out.
I did this before on my old metallic black Golf IV, paint match wasn't an issue.
I can't seem to find a video of an E82 fender replacement, but here's an E90
Looks pretty easy, if a little fiddly.
