Balance, handling AND engines.
Ever since the mid to late 70s when the M5 came out, BMW M always dedicated an engine to their M cars.
So from the 70s till 2010, that is 40 years of having specific M engines.
As Chris Harris said, this was a "Skunk works project", they did not have the time, the N54 is known for its over engineered robust internals and it was mass produced, i could see why they would "quickly" tune it and use it instead of the V8 M3 (that an some internal politics).
But saying that M cars are ONLY about balance and handling is so incorrect, the engine is such a big deal for M cars.
Otherwise M would have used "standard" engines with a small tune and call it a day. It is like saying an AMG car with a standard Mercedes engine...it does not work.
Yes the WHOLE PACKAGE of the 1M works very well, so well that it is regarded one of the best, because M tinkered with that N54 just enough to make it so. But to say "Handling and balance" and disregarding the engine....that is not true.
