Yes your right the body is the frame but the hood and fender and bumper isnt considered "heavy damage" due to the fact its easily repair able and replaceable. When one said frame damage is more among the lines of door pilars quarter panels roof trunk ect. 2nd now your stating heavy mods and deterring away from the damage into maintenance and reliability of the previous owner. If the car is local i see no reason why not just get a mech buddy to check out the car or if the guy is willing to you can take it to the dealer and do a full diagnosis for $150 just to put your suspicions to bed.
