If it's just brake dust, have you tried Sonax wheel cleaner? That stuff is absolutely incredible... crap you'd have to scrub for a long time to get off with a brush just washes right off. Smells awful though. Then you could try clay barring them after Sonax. That should leave them about as clean as you can get them without refinishing.

Thanks, I will see if I can get some of that. I sanded one off today, I am painting it so sanding works OK, but is a LOT of work.
