Rear downforce via a spoiler or wing (wing is more efficient, but harder to get right) will settle the rear at speed, but it has to be balanced at the front or you may end up with lift there, which you definitely do not want. A splitter, preferably fairly deep and definitely properly supported, is fairly easy to set up (some guys use plywood). Unless you're planning on systematic testing via cotton tufts or paint drops to chart airflow, it's always going to be a trial-and-error sort of an exercise.
