You are way off on your load target and boost target. The problem is either a boost leak or bad wastegates. Check all boost pipes again including charge pipe to throttle body. I find the best way to install charge pipe is remove the throttle body and install charge pipe on to throttle body then bolt throttle body back on to the inlet manifold.
