I'm not sure Chapman BMW ever caught on to the fact that shipping an item without customer authorization, then demanding payment for that part is called fraud. Lying to a customer in order to facilitate this process adds willful intent to the fraud.
If you don't mind going round in circles for months with a dishonest, fraudulent business, and have nothing better to do than drive to the bad part of town at 10 o'clock at night to retrieve mis-shipped packages, then vaya con Dios.
