Correct, most modern cars have orange peel due to the new "enviornmently friendly" paints and processes used. I know that some high end car makers actually wet sand the paint in the factory to eliminate orange peel (which is the only thing that can be done to get rid of it).

Also to the OP, it doesn't "develop" per se, it comes that way from the factory. Perhaps it was masked by the wax or glaze you're using.
