That is really odd. My guess is that it's not an FCP Euro issue, it's a Bilstein issue. I do know they will re-build/re-condition shocks and sell them "as new" for their B6 & B8 shocks. But in those cases they are re-painting and re-building the internals completely, so in effect it's a new shock.
Can't explain such a shitty job at doing that they way you described its condition....very strange.
