If the tires stick, the car will likely bog, maybe even stall if you launch it that low. You're not going to get much out of the tires at that RPM.
Start where the car makes peak torque, if it still spins, back it down 500rpm each pass until it sticks. If it dead-hooks, raise it 500rpm until it almost breaks loose. The launch RPM is totally dependent on the track conditions and can even vary hour to hour during the day.
