Normally you can get to the evap drain tube by removing the underside of the dash. Or maybe just by pushing the drain tube back into the car - from underneath the car(using jack stands).

I have to admit, was really pissed at the fact I was charged $200 in labor for them to not fix a single thing. But they did figure out what the problem was so it's not a total loss.
