Staggered setups I believe are usually to keep the car's behaviors more understeery, especially for a powerful rear wheel drive car. This is supposed to be safer than a tail happy rear wheel drive car.
Of course once you significantly up the power, no amount of extra rear rubber over the front helps lol.
A lot of regular trackers go for a square setup to make the car more neutrally balanced.
