Compartment next to battery

So I've owned my 135i for about two months now and I'm still flummoxed by the compartment next to the battery.

(Sorry for the rotated picture). What the heck are those two brass threaded inserts for? Something has to mount there. I've searched the forum with no luck, I've seen people ask the question but nobody has the answer. I thought maybe it was for the CD changer, but that mounts on the left side of the trunk. I thought maybe it was for the mobility kit or possibly a jack, but those come in canvas bags I think.

Realoem gives no info as to their purpose, but it does give a replacement part # for the insert in case you strip one out!

Also, where is the toolkit supposed to go? Is it just supposed to rattle around in that huge compartment? Is there something to strap it down? Is it supposed to go in the rear of the compartment (toward the rear of the car, behind that small raised plastic divider)?
