9mm of pad material is fine. You were not including the metal backing plate right? Minimum pad material is 3mm. I think new they are around 12mm's.

For the brake rotors - the minimum thickness is stamped on the rotor's edge. It should be something like 25.5 mm. IF you rotors are less than the stamped min thickness replace them. IF they are thicker (new is around 27mm) than you are ok. These specs are just for theory. You have to rotate the brake rotor and look for the min thickness stamping.

Also... if the edge of the brake rotor has a "lip" more than 2mm's, you should probably replace the rotors too.

For a HPDE... you will want to have fresh brake fluid - changed and bled. Most organizers of HPDE will not let you run without fresh brake fluid signed off by a repair shop.
