I know the wheels have to rotate a bit for the TPMS sensors to kick in as they are periodic transmission bursts, I think once a minute. They go inactive when not rotating to save battery life. Did you reset the TPMS using the buttons on the turn stalk? I know when I have switched from my summer to winter wheels and drove off without resetting them, I have gotten the inactive warning but as soon as I stopped and hit the reset, they synced back up with no problems.
