$116 for mounting and ballancing ONE wheel sounds STEEP to me! Should be like $40 max.
$299 for a wheel alignment also sounds steep to me.
You should not need a new valve stem. The valve stem is part of the TPMS. You will need to have it installed on the new wheel. AND that will require a special low Nm torque wrench.
Needless to say I think you CAN do better than this "deal". lol
