If it were a functional vent, it would duct air from inside the rear wheel well (where a hole would have to be cut into the liner) through the rear bumper cover.
As modified by Papethova, the faux vent in the rear bumper cover is replaced with a grid. I think it looks a whole lot better, but it doesn't vent from the wheel well.
