I can't understand why that small area is really bad, the rest of the bumper
is pretty good

You have to be careful applying PPF after a fresh respray because if you do it too soon the gases in the paint don't evaporate properly and you get pinholes in your paint(solvent popping)! It's best to let all of the gas evaporate before applying any vinyl on top! i know it varies from paint but i thinks its about 30-60 days for all of the solvents to dissipate.
