Boost solenoid issues

Hey guys, so I'm having issues hitting target boost. I have checked the car for boost leaks and I had two and fixed them, however I am still not hitting target boost but car does feel smoother. WGDC is pegged at 99 when I'm WOT but not when I'm mid throttle or cruising.

One thing I checked are the boost solenoids. I checked for vacuum and with a vacuum gauge everything looked good however, If I unplugged the back solenoid it would start making a loud noise but if I unplugged the turbo side vacuum hoses nothing would happen, not even the wastegates closing. Now if I unplug the front solenoid, the wastegates close right away with no noise coming from the solenoid. This leads me to believe the back solenoid is not doing it's job.

I wanted to have confirmation from someone on this before I order a new solenoid.
