request: BMW Performance splitters

just picked up some bmw performance splitters.
now i assumed it would be an easy bolt on without having to remove much. but it seems like the 2 pre drilled holes on the under side of the bumper are blocked off by something else on top. so does anyone know if i have to remove the whole front bumper and then attach the splitters? or can it be done with the bumper on the car?

umm... i have the performance bumper, never said i didnt.
