We have proof of that in the US? I'm yet to see any other tuner with that feature.
Turning off is not the same as turning down by the way. The former will disable the light but fail inspection.

I have passed emissions, do not have the paperwork from last time. You are in luck though, I am up for it again and will keep the stuff this time.

AA, OE, and OFT just to name a few. All of them currently have existing tunes in place for the N51, all of them cost less than the Evolve tune and all of them have proven power gains.
