Bavauto.com is selling the front add-on spoiler. They have two versions - one for cars without the M-technic bumper and one for cars with M-technic. The outside appearance is the same for both versions and they are attached with just adhesive. Once cured they will not come off according to the bavauto rep.
So far I've only come across two possibilities for non M-technic 128i owners - the BMW performance bumper and this AC Schnitzer piece. We get to keep our fog lamps at least with the ACS.

Looks better than the stock bumper but I prefer the standard M Sport myself...
