Wastegate rattle

so i have the dreaded wastegate rattle.its the rear turbo making the rattle.so today i attempted to tighten the actuator arm which should be a 10mm wrench to back the nut off and the 10mm wrench doe not fit.so i picked up a set of mini wrenches from crappy tire which has 4mm -11mm.very poor quality,rounded off edges on the flats.
Anyway 10mm too big,9mm too big,8mm too small.wtf?
The turbo's were replace under warranty a while back.my question is did they use a smaller nut on the replacement turbos?could it be imperial instead of metric?

It might be 11/32" - that is halfway between 8 and 9 mm.
