Weird bubbles around coils

I have a bit of oil pooled up around the ignition coils, however when I look closer I notice bubbles coming out of the oil...
I'm clueless as to what this could be, is it possible the valve cover has tiny pin holes in it? It was just replaced 3 months ago. Any suggestions would be appreciated. The video is when the engine is hot, but not running.

Looks like a bad valve cover. What brand was used? I have never done mine yet but its an 2009 with 260,000km on the clock. I would use elring or original bmw.
