This Means Window Regulator is Bad...Doesn't it?

Let's go to the tape.

Just want to make sure this means taking off the regulator and replacing it. I've read it is a massive pain to do despite seemingly being a simple fix.

Anyway, tips, DIY links, etc are appreciated.
