Xenon headlights working only on one side

Hey guys.
I bought a new passenger side headlight, came with everything but the ballast and xenon bulb. Used the old ballast from my busted headlight and bought new bulbs for both sides. Plugged everything in, driver side works great but passenger side low beam was not turning on. Swapped the ballasts, same issue, passenger side not working. I took the whole driver's side headlight and plugged it into the passenger side, it worked. I swapped the bulbs around thinking it could be a bad bulb, nope. Same issue. I am lost here and looking for some guidance.

Any help or thoughts would be appreciated.

Edit: also looked at the fuse box, just to rule it out. Looked at 84 and 86. Both look good.

I think its the module mounter to the underside of the headlight.

Would you be referring to the unit that the ballast plugs into? Or the whole control unit itself?

an update..
I replaced the AHL module, as well as the thick silver cable running from the ballast to the xenon bulb. No change.

The FR3 module tend to fail a lot on our cars. I think BMW NA extended the warranty on them for ten years or so. Maybe have a dealer run your VIN.


Have you tried looking up the cc-id code by holding the OB button on the end of the turn signal stalk ?

What is weird is that I moved the "bad" ballast to the other side (driver's side) and it worked just fine. I will test again, however. I will also see if I can pull that cc-id code, that is new to me.

Also was just looking up ballasts. OE BMW one is $500, but there are others online for $200 and some as low as $50. Is there a difference, should I go with OEM or are they all basically the same?

I have been doing some research and believe I may need to code the new headlight. It is a new AHL module, even though the ballast is the same, the car does not recognize the new module.

Been looking at Protools to change this but have not found any clear evidence that this needs to be done, or what to do in order to have it coded to the car. Anyone ever work in Protools or coded a new headlight?

I am not sure IF there is much of a difference between BMW and OE and OEM parts. Normally there is. But on a ballast ? IDK.

As for coding the FR3 module.. I don't have any experience in this. I've only used "Carly" to read fault codes and code my car. Maybe user MightyMouseTech can help you out. ?

Why not stop by your local dealer... and ask to talk to one of their techs. I bet they might be of some use. Bring something nice for the guys.. donuts, beer, etc.

Worse case scenario... most dealers can update all your ECM's for usually one or two hours labor. That would re code your FR3 module. You might also ask about that extended warranty on them too.

New headlamp modules need to be coded. Why did you replace the headlamp? Was the headlamp inoperative for a long time?

I am thinking of doing the coding with Protool. Do I need to default code that module? Also, I bought the car from an auction, had a busted headlight and bumper. Purchased a used one from a forum member, used the old ballast and purchased new bulbs. It was probably sitting with no headlight for maybe 2 months now.

So it ended up being a bad module. Before this weekend, I bought a used module off ebay just in case it was the ballast. Took the driver side headlight, plugged it in and turned on the headlight and it worked. So then I swapped the ballast to the other one and the light did not work. So I swapped it with the new one i bought off ebay and it fired right up. Threw that in the passenger side and mounted up both headlight and they work great. No coding needed.
