Why would you change the pads before they are worn out?
I have 30,000 kms on my 1'er and the computer says the fronts aren't due for another 37,000 kms. Ans yes, the rotors get replaced with the pads. I was quoted $860 (tax in).

No No No. The rotors on BMW can not be machined. They wear out with the pads.

that being said, For example on the track the brake Pads wear out a lot quicker because of the continuous stop go activity, only brake pads are replaced, Rotors do not wear out that quickly though on the track.

Pretty sure the car is not being tracked with any sort of regularity. Track days are few and far between up here.
