The New Jersey Motor Vehicle Commission policy regarding Yellow Window Form #SS-22A (R8/03):
- A new car* is purchased or leased from an out-of-state dealer.
- The car must be then titled and registered at any MVC agency.
- After presenting proper documents at the agency, the paperwork is processed, and the owner/lessee receives a Yellow Window Form #SS-22A (R8/03).
- The form is valid for 14 days from date the vehicle is registered.
- The form is placed in the lower left-hand corner of the windshield inside the car.
- The owner/lessee visits a New Jersey Central Inspection Station with the new vehicle and Yellow Window Form, and receives a four-year inspection sticker for the lower, left-hand inside windshield area.
- Out-of-state automobile dealers DO NOT issue the Yellow Window Form.
- Automobile dealers located outside New Jersey have the ability to conduct this transaction on behalf of the customer through any NJ Motor Vehicle Agency

Thats a different story, next time you may want to provide more info. I would just use 3m tape to put the plate on and take it off after the inspection. The fees sound about right.
