Does it really matter on brand, what gasoline your use, what car you buy, what tires you choose?
Sure, brand matters, as can specifications for a particular model. But your choice depends on what your priorities are. Some wheels and tires weigh less thus reducing unsprung weight. Some wheels are forged thus increasing strength. Some wheels are poorly cast and don't hold up when you hit a pot hole. Tires vary too. While not always true, my experience is one tends to get what you pay for. Tirerack.com will give you lots of information and choices for tires. For wheels you can ask here about people's experience with various brands. Wheel offset will affect how well the wheels fit with the car. The computer at the top of this page can give some information about that - just plug in your current numbers and those of the package you're looking at. BBS makes some of the best wheels for my money. Not familiar with the ones in your pic. .
