Both. Wear triggers the countdown. However, if you keep replacing your pads every month (just for example), the sensor will never wear so eventually the DSC module starts counting down regardless, as a failsafe self sanity check.

If you check your pads yourself every so often yourself, you can save the $XX for the sensor by joining the two wires together so it thinks it's always got enough pad
