Back tires won't turn

Hello, my 1-series 2004 model has been standing still this winter, and now the rear wheels are not moving forward. The brake pads aren't sticking them, the brake disc only go a few cm and then they hault, just as if it's a block there. They just won't make a full turn. DTC is not on. Took off one tire and managed to turn the brake disc a few cm, but feels like it's in some sort of locked position. Don't understand why it turns a little bit but not all the way around.

What can this be?

It's a bit warmer weather now. Would that stick the wheels without any wiggle room? Think it's strange that it's rolling a bit and then suddenly haulting.

Where does it freeze up?

Emergency brake cables frozen with rust or emergency brake pads frozen to rotors (more likely). It will take someone with reasonable mechanical ability to fix. The emergency brake pads will have to be backed off (if still possible) then rotor removed and everything cleaned up.
Google "BMW E90 emergency brake adjustment" will give you an idea of what is involved.

Seems like the e-brake shoe behind the disc. Haven't gotten it up yet as the caliper bolts are stuck. Hardest thing about cars is bolts

The way you dealt with this back in the drum brake era was first to bash the perimeter of the drum with a 4lb lump hammer, then rock the car back and forth fairly violently alternating between 1st gear and reverse. Depending on how much trouble you have getting it apart (if the shoes are stuck in the rotor hat you will likely need a puller to get the rotor off), you may want to go for the brute force option.

Those rear caliper carrier bolts are a bitch. They have threadlock on them and they will fight you all the way.

Parking brake shoes are rusted to the inside of the rotors. Did you leave the parking brake on while parked?

..

Didn't stand downhill.

Yes left the parking break on through winter (smart)

Got help from a neighbor. He got the bolts off with a pipe, more momentum. And he used a flames to get the disc off, it was really stuck. And flames to warm up the shoe, it was also really stuck. And the discs on the inside had to be sanded, it was gunky and very rusty. Got to drive it to the shop. Just gonna have someone replace it all. New shoes, discs, break pads. He also discovered the bearing on the back had a hole and lots of rust. He's gonna brush it down, weld, and coat it with coating.

What initiated all this to begin with was trying to get the car to the shop because of the red battery + cable that was rusted off.
