Fog light bulb replacement

I promise I have hunted for this answer all day. I have the replacement bulb for the passenger side fog light that is out. Do I have to remove the bumper to access the housing when I can see it clearlyfog from the engine compartment?

On my 128i with M Sports, I access the bulb via the wheel fender liner. Just turn the wheel and remove a few screws.
